During the Japanese colonial period, it housed a seafood training institute responsible for fishery experiments and crew training, making it one of the most important fishery administrative centers at the time. After World War II, it was taken over by the Republic of China Navy and later became the office of the Keelung Fishermen's Association, renamed the Zhengbin Building. It was registered as a historical building in Keelung in 2003. The building's exterior wall is paved with "Shisangou tiles," which have an architectural aesthetic value. The tiles feature 13 grooves of varying depths and are deliberately arranged in alternating shades of yellow-brown. Under the sunlight, when viewed from a height, it seems to have an additional layer of protective color, allowing it to survive the ravages of war, becoming a precious historical landscape. After recent restoration, the building showcases a new look; the restoration team used multicolored "kiln-changed bricks" mixed on the walls, creating a natural harmony and rich layers in the brick color.
