When the French army attacked, fierce battles erupted near Xian Dong, resulting in countless soldier fatalities. By the 64th year of the Republic of China, local residents began discovering remnants of war when constructing houses. The then-mayor of Keelung organized a memorial service to honor the fallen soldiers, consolidating the remains of the deceased in this location, while also erecting a monument and building the Ci'en Shrine for the worship and remembrance of the officials and soldiers who perished in the Sino-French War. The monument is situated on a hillside of Taibai Street, where the Ci'en Shrine enshrines Liu Mingchuan and the French General Godefroy, with an inscription reading "Graves of the People of Qing," symbolizing the memories of the war heroes.
