In recent years, it has frequently hosted a variety of interesting cultural activities. Greater Taichung is vast, with diverse ethnic groups and a rich cultural environment, producing numerous artistic talents. The center, originally known as the "Taichung City Cultural Center," was established in accordance with central government policies that included cultural construction as part of 12 key projects. Planning began at the end of 1978, construction started in August 1980, and it was completed by the end of December 1982, officially opening on New Year’s Day 1983, bringing Taichung's cultural development into a new realm. Since its establishment, it has highlighted local characteristics, promoted indigenous culture, advocated for a reading culture, and created a book-friendly society, hosting various cultural and artistic activities to raise public appreciation levels, organizing holiday performance plaza events, providing legitimate recreational activities for the public, establishing a volunteer system to broaden participation, and holding cultural workshops to nurture artistic talents. In 1990, a Weaving Crafts Museum was established to preserve and research weaving techniques, organize weaving exhibitions, reward and train weaving talents, and hold a national weaving crafts award every two years, as well as international exchange activities, such as the "Asia-Pacific Weaving Arts Festival," "Taiwan vs. Okinawa," and "Kimono Donation Exhibition," accumulating cultural diplomacy capabilities and experiences. On December 25, 2010, Taichung City was merged and upgraded to a direct-controlled municipality, and the center was restructured, named "Huludun Cultural Center" based on its old place name in Fengyuan, directly under the Cultural Bureau of Taichung City Government, serving as the most important cultural institution in the mountain line of Greater Taichung.
