In recent years, a variety of interesting cultural activities have been frequently held. Greater Taichung is vast, with diverse ethnic groups and a rich cultural heritage, producing many talented individuals in arts and culture. This center originated from the "Taichung City Cultural Center," established in accordance with the central government's policy to include cultural construction as one of twelve important projects. Planning began at the end of 1978, construction started in August 1980, and it was completed by the end of December 1982, officially opened on New Year's Day in 1983, bringing Taichung's cultural construction into a new era. Since its establishment, it has showcased local characteristics, promoted indigenous culture, advocated for reading, established a book-loving society, held cultural and artistic activities to improve public appreciation, organized weekend performance events to offer legitimate leisure activities, established a volunteer system to expand participation, and provided arts and cultural workshops to cultivate talent in the arts. In 1990, a weaving craft museum was established to preserve and research weaving skills, organize weaving exhibitions, reward and nurture weaving talent, and hold a national weaving craft award every two years, as well as international exchange activities, including the "Asia-Pacific Weaving Arts Festival," "Taiwan vs. Okinawa," and "Japanese Kimono Donation Exhibition," accumulating capabilities and experiences in cultural diplomacy. On December 25, 2010, Taichung City was upgraded to a special municipality, and the center was reformed and renamed "Huludun Cultural Center" based on the old place name of Fengyuan, directly under the governance of Taichung City's Cultural Affairs Bureau, serving as the most important cultural institution in the mountainous area of Greater Taichung.
