Located on East Ring Road in Fengyuan District, it is rich in artistic atmosphere and serves as a cultural and recreational hub for Taichung residents. It organizes various exhibitions annually and offers guided tours for explaining the exhibits, enhancing interaction between the Cultural Center and the public as well as its educational functions. In recent years, it has frequently hosted a variety of interesting cultural activities. Greater Taichung is vast with diverse ethnic groups, rich in culture, and home to many talented artists. The center was formerly known as the "Taichung City Cultural Center," established as part of a central government initiative to include cultural development in twelve important projects, which led to the planning and construction of a cultural center in every city and county. Planning began at the end of 1978, construction started in August 1980, and it was completed by the end of December 1982, officially opening on New Year's Day 1983, marking a new era in Taichung's cultural development. Since its establishment, it has showcased local characteristics, promoted indigenous culture, advocated for reading, fostered a literate society, organized cultural activities to raise public appreciation levels, held weekend performance events for wholesome leisure activities, established a volunteer system to widen participation, and conducted cultural learning activities to nurture artistic talent. In 1990, the Weaving Craft Museum was established to preserve and research weaving techniques, organize weaving exhibitions, and reward and cultivate weaving talents, as well as host a national weaving craft award event every two years, engaging in international exchange activities and organizing events such as the "Asia-Pacific Weaving Arts Festival," "Taiwan vs. Okinawa," and "Kimono Donation Exhibition," accumulating cultural diplomacy capabilities and experience. On December 25, 2010, Taichung City was upgraded to a special municipality, leading to the center's restructuring, and it was renamed "Huludun Cultural Center," reflecting its historical name in Fengyuan and directly under the jurisdiction of the Taichung City Government's Cultural Affairs Bureau, making it the most important cultural institution in the mountainous area of Greater Taichung.
