National Taiwan Craft Research and Development Institute Introduction

From Paper Factory to Cultural and Creative Park Established in 1935, the Zhongxing Paper Factory transitioned from the Japanese colonial period's "Taiwan Industrial Company" through government takeover to a state-owned enterprise. At that time, it was not only the largest paper factory in Taiwan but also had the highest production capacity in Southeast Asia. The factory ceased operations in 2001, leading to a 13-year hiatus for the park. In 2014, the Yilan County Government took over and initiated revitalization strategies through the preservation and activation of industrial heritage, launching cultural and creative applications and nurturing roots, creating new opportunities for the revival of the Zhongxing old factory building. Yilan Self-made Micro Creative Incubation Base The "Zhongxing Cultural and Creative Park," characterized by industrial heritage and historical buildings, boasts rich cultural narratives and local storytelling. The park, developed in different spatial stages, initially focused on talent incubation, industry support, and artistic co-creation in the "Creative Industry Zone." Through the brand spirit of "Yilan Self-made," it continuously launches annual special exhibitions, film and media promotion courses, tours of abandoned factory site clusters, and artistic co-creation activities. Visitors can not only stroll through the park and experience its unique historical atmosphere but also engage in various experiences to understand the "motivation" of cultural creativity and artistic self-making from the heart. Gathering Creative Energy - A Local and International Exchange Platform Transitioning the old factory into a cultural and creative park not only opens a new milestone for Yilan's creative industry but also aims to develop into a platform for artistic enterprise matchmaking, experimenting with self-making, aesthetic lifestyle education, and collaboration between industry, government, and academia. Through local connections and collaborative efforts with an international perspective, it aspires to deepen and utilize the creative clustering effect, encouraging talented individuals to return to Yilan and attracting more creative talents to reside in the area, gradually gathering local creative energy to jointly create a vibrant future for cultural creativity.
