Historically, Guangfu New Village served as the dormitory for staff of the Provincial Government's Department of Education, Health Department, and printing factory. Funded by American aid, it was designed based on the latest "Garden City" concept that Deputy Director Liu Yongmao brought back from investigations in England, combining work and residential areas while creating low population density and high green space in the living environment. At its peak, it housed over four hundred families, with excellent public facilities including schools, parks, and markets, resulting in an elegant environment and neat streets. The village featured Taiwan's first rainwater and wastewater separation drainage system, holding special significance in the history of urban architecture in Taiwan. Three years after the 921 Earthquake, residents recognized the value of repurposing idle dormitories for public use again, aiming to establish a community life museum that would introduce artists' cultural creativity, allowing Guangfu New Village to break free from its fate as "Provincial Government Dormitories" and transform into a complementary attraction to the Earthquake Museum. However, the streamlined "Guangfu New Village" now falls under the administration of various central government departments, including the Ministry of Finance, the Department of Health, and the Ministry of Education, making management and repurposing challenging. At the same time, under legal restrictions, community residents are unable to make changes to their living environment, leading to further deterioration of their living conditions. Today, Guangfu New Village has revitalized and repurposed the community, breathing new life into the original site, which has transformed into a creative arts village made up of a small settlement of 70 idealistic shop owners, where various installation arts and cultural shops can be found on the streets and alleys, allowing Guangfu New Village to once again lead visitors to explore the footprints of time.
