Gui Bi Port Community, Penghu Introduction

Located in Nanjiao Village, Huxi Township, Penghu County, the area covers 1.79 square kilometers and has a registered population of about 700 people, with around 150 residents actually living there. The ancestors settled in Penghu around 1630, migrating from Quanzhou in southern Fujian, engaging in fishing and farming, and the area was historically known as "Guibi Port Community." Baoning Temple is the central place of worship in the village, dedicated to the worship of Emperor Baosheng, and it has a history of over 390 years. The ancestors primarily depended on coastal fishing and agriculture, while some residents worked as cement masons and carpenters. With the changing times, the traditional self-sufficient lifestyle could no longer meet the material needs of the residents, leading most villagers from Nanjiao to seek job opportunities in urban areas or relocate to cities like Kaohsiung on the main island of Taiwan. The community has preserved many traditional agricultural practices from Penghu, including century-old wells, stone gods at cultivating sites, pulley water lifting, farmland for vegetables, catchment of sedges, fish stoves, aligned small stone slabs, bundles of firewood, cow dung pits, oxen pulling plows, stone houses, and master craftsmen and centenarians known for stacked vegetable houses. Significant intangible cultural assets include the masked women of Penghu. Since 2011, the community has actively promoted collective development, preservation of cultural heritage, and improvement of living environments, participating in county planning competitions, rural revitalization projects, and enhancement of dilapidated spaces. In recent years, the community has integrated new concepts into traditional wisdom and environmentally friendly practices based on traditional culture. The community actively pushes for sustainable development and aims to cultivate a low-carbon and environmentally educated setting, revitalizing the culture to invoke shared memories and feelings among those who have left Nanjiao. They hope to showcase this simple yet beautiful village to people across Penghu and Taiwan, encouraging more visitors to experience its rustic charm. Throughout the community development journey, they have received numerous awards, including: in 2015, the Environmental Protection Administration recognized them with the Excellence Award in the 3rd National Environmental Education Award - Community Category; in 2016, they excelled in the nationwide evaluation of the "Environmental Education Promotion Program"; from 2017 onward, they repeatedly received the "Top 100 Green Destinations" award from the Green Destinations Foundation and joined the international sustainable travel platform; in 2017, they passed the certification for the "Nanjiao Environmental Education Park" by the Environmental Protection Administration; in 2017, they represented Huxi Township as a selected destination by the Tourism Bureau; in 2017, they qualified for the Silver Award in the Low Carbon Sustainable Housing Award; in 2019, they passed the evaluation of the Council of Agriculture's Water Conservation Bureau; in 2023, they became certified by the United Nations IPSI as an International Caspian Sea case; and in 2023, they participated in the Ninth IPSI Global Conference as an annual selected case; and in 2024, they received the National Sustainable Development Award - Civilian Group Category from the Executive Yuan.
