The Xincheng community, located within Baoshan Township in Hsinchu County, began to develop small settlements during the Qing Dynasty when Jin Guangfu settled in the Beipu area. It was then known as Xincheng Zhuang. After the Japanese occupation, due to the fertile soil around Baoshan suitable for cultivating sweeter sugarcane, Xincheng became one of Taiwan's important sugar-producing areas. More than ten years ago, there were still large sugarcane fields in Xincheng, where the cane was transported to sugar factories by cart, turning into sweet red sugar.
