The Xincheng community within Baoshan Township in Hsinchu County has a history dating back to the Qing Dynasty when Jin Guangfu began cultivating the area around Beipu, leading to the development of scattered settlements known as Xincheng Zhuang. After Japanese rule, due to the suitable soil around Baoshan for cultivating high-sugar sugarcane, Xincheng became one of Taiwan's important sugar production areas. More than a decade ago, Xincheng still had vast sugarcane fields, with sugarcane transported by cart to sugar factories, turning into sweet brown sugar.
