The Xin Cheng community, located within Baoshan Township, began to develop small settlements during the Qing Dynasty when Jin Guangfu came to clear land in the Beipu area, and it was then known as Xin Cheng Village. After the Japanese occupation, due to the soil near Baoshan being suitable for cultivating higher-sugar variety sugarcane, Xin Cheng became one of Taiwan's important sugar production areas. More than a decade ago, Xin Cheng still had vast sugarcane fields, with sugarcane being transported to the sugar factory by cart to be transformed into sweet brown sugar.
