The Xincheng community, within Baoshan Township of Hsinchu County, has developed small settlements since the Qing Dynasty when Jin Guangfu began cultivating in the Beipu area. It was then known as Xincheng Zhuang. After the Japanese colonial period, due to the soil around Baoshan being suitable for growing high-sugar sugarcane, Xincheng became one of Taiwan's important sugar production areas. More than ten years ago, Xincheng still had large sugarcane fields, with sugarcane being transported to sugar factories by cart to be transformed into sweet red sugar.
