The Xincheng community within the Baoshan Township has developed small settlements since the Qing Dynasty when Jin Guang-fu began farming in the Beipu area. It was then known as Xincheng Village. After the Japanese occupation, due to the soil near Baoshan being suitable for growing high-sugar cane, Xincheng became one of Taiwan's important sugar production areas. More than ten years ago, Xincheng still had large cane fields, with sugarcane transported to the sugar factory by cart, turning into sweet brown sugar.
