Taichung City is known for its cultural heritage, boasting a thriving cultural atmosphere and advanced educational endeavors, with strong support for cultural activities from various sectors of society. In 1976, renowned entrepreneur Mr. He Yong donated the first cultural center in Taiwan, located on Shuangshi Road. In 1979, the central government promoted 12 construction projects, subsidizing counties and cities to establish a cultural center. Taichung chose to build its cultural center at No. 600 Yingcai Road, which began construction in August of the following year and was completed and inaugurated on November 12, 1983, covering an area of 16,615 square meters, and named "Taichung Municipal Cultural Center." (The original Shuangshi Road Cultural Center was renamed "Wenying Pavilion" in 1983 and has been managed by National Taiwan Sport University since 2012.) After the merger and elevation of Taichung County and City to a directly governed municipality on December 25, 2010, it was renamed "Taichung Municipal Dadun Cultural Center." On January 1, 2013, it was restructured and incorporated as an internal unit of the Cultural Affairs Bureau, renamed "Taichung City Government Cultural Affairs Bureau Dadun Cultural Center." The management area of the Dadun Cultural Center includes Zhongshan Hall and is co-located with the "Taichung Public Library Dadun Branch." The facility contains 10 exhibition rooms, among others...

In 1976, prominent entrepreneur Mr. He Yong donated a cultural center on Shuangshi Road, which became the first cultural center in Taiwan. In 1979, the central government initiated 12 construction projects, allocating funds for each county and city to establish a cultural center. Taichung chose to build one on Yingcai Road No. 600, breaking ground the following August and completing it on November 12, 1983. Covering an area of 16,615 square meters, it was named the "Taichung City Cultural Center." (The original Shuangshi Road Cultural Center was renamed "Wenying Hall" in 1983 and was managed by National Taiwan Sport University from 2012.) After the merger of Taichung County and City into a direct-controlled municipality on December 25, 2010, it was renamed the "Taichung City Dadun Cultural Center." On January 1, 2013, it was restructured as an internal unit of the Cultural Affairs Bureau and named "Taichung City Government Cultural Affairs Bureau Dadun Cultural Center."
