The building was originally Renhe Elementary School, which was abandoned for 20 years due to population decline. It was renovated in 2003 under the Council for Cultural Affairs' "Reuse of Idle Spaces" initiative. To commemorate the hard work of the early settlers of the "Jin Guang Cheng Development Group" in pioneering and developing the land, it was named Jin Guang Cheng Cultural Center.
