The building was originally Renhe Elementary School, which was closed for 20 years due to population outflow. It was restored in 2003 under the Council for Cultural Affairs' "Reuse of Idle Space" initiative. To commemorate the hard work of the ancestors in establishing and developing the region, it was named Jinguangcheng Cultural Center.
