Hidden within the Mountain Wall, the "Victory Villa" located beside the Qingshui Reservoir stands behind a yellow archway. It is a tunnel carved out from the mountain wall, built in December 1981. The construction involved traditional blasting methods and manual excavation, which was very arduous and dangerous, taking over a year to complete. After its completion in 1982, the Victory Villa mainly served as safe accommodation for various levels of dignitaries when inspecting the defense area, equipped with a reception hall, exhibition hall, guest rooms, and a restaurant. The temperature inside the tunnel is very cool. To promote military-themed tourism, the Matsu County Government organizes "Battlefield Experience" activities every year, during which the military opens the site to visitors at scheduled times, allowing them a glimpse of the legendary mysterious "Presidential Suite." Note: Access to military sites is limited to citizens, with groups (tourist groups, companies or agencies) and individuals (independent travelers, backpackers) required to have their identity verified by the management (guards) before entering for a visit.

To promote military-themed tourism, the Lienchiang County Government organizes "battlefield experience" activities every year, during which they invite the military to regularly open the site for visitors, allowing them a chance to glimpse the legendary "Presidential Suite." Note: Access to military sites is limited to nationals only, and both groups (tourists, companies, or organizations) and individuals (independent travelers, backpackers) must have their identification verified by the management (guards) and complete the application to enter for a visit.
